In a small saucepan over medium heat, add the water and sugar and stir to combine. Bring to a boil, stirring occasionally until the sugar dissolves.
1 cup water, 1 cup granulated sugar
Once the mixture reaches a boil, reduce the heat to medium low and add the dried lavender buds, stirring to combine. Simmer for 8-10 minutes, stirring occasionally, then remove from the heat.
3 to 4 tablespoons culinary dried lavender buds
Cover the saucepan to allow the syrup to steep while cooling, at least 10 minutes.
Once cooled, strain the syrup using a fine mesh sieve and/or cheesecloth into a sterile airtight jar or bottle, gently pressing the buds to release any remaining flavor. Store in the refrigerator for up to 2 weeks.

Ingredients
For a slight flavor variation, use honey in place of the granulated sugar. I do not recommend using brown sugar, as it can overpower the subtle flavor of the lavender.
Make sure to use culinary grade lavender. Lavender that is not marked as culinary grade may contain pesticides or other ingredients that are not safe to ingest.
If using fresh lavender, make sure it is culinary grade and has been rinsed to remove any debris or insects. Use twice the amount of fresh lavender as dried.
